Summary The GAO is part of the Legislative Branch of the Federal government. This position is located in the Government Accountability Office. The Defense Capabilities and Management (DCM) team leads GAO's efforts to support congressional oversight of the Department of Defense (DOD) and the Intelligence Community (IC) as they modernize to an increasingly complex national security environment in the 21st century. Responsibilities As a Senior Analyst, PE-0347-21 your typical work assignments may include the following: Serve as an individual contributor, develop design matrix and researchable questions independently or in conjunction with engagement team members and a methodologist to assess program operations or procedures related to classified national security programs and policies, including those involving defense and intelligence programs. Collect and analyze classified and unclassified data from a variety of sources including interviews with agency managers and program officials. Review program documents, reports and data. Select, refine, organize and present factual information and analysis in support of engagement objectives. In collaboration with other engagement team members, and based on consultation with the AIC and Assistant Director (AD), decide on form, content, scope, and depth of analysis. Evaluate and analyze data to determine relevance and reliability through referencing and indexing. Develop findings and recommendations and prepare classified and unclassified written products that provide factual and analytical information in a clear, balanced manner that meet the needs of congressional clients and conform to all audit requirements and quality standards. When serving as the Analyst-in-Charge (AIC), lead engagements of low or medium scope and complexity. Oversee all aspects of design, data collection and analysis, message development and report writing and ensures the quality and value of the final product. Prioritize the work to ensure milestones are met. Assign work to team members to include expectations and deadlines for completing assignments. Coach, mentor and train team members. Ensure coordination with stakeholders. Requirements Conditions of Employment You must meet all qualification requirements before the announcement closes. 1. You must be a U.S. citizen 2. You must be able to obtain a Top Secret security clearance, obtain and retain eligibility for Department of Energy's "Q" clearance and obtain retain eligibility for access to Sensitive Compartmented Information. Qualifications You may qualify at the BAND 2A level, if you fulfill the following qualification requirement: One year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND or GS-12 grade level in the Federal service that demonstrates your ability to conduct research and perform quantitative and qualitative analysis on program operations or procedures related to national security programs, policy, and acquisition, international affairs, nuclear matters, and/or the intelligence community; extracting data for report findings and recommendations; and presenting findings to various audiences. Education There is no education requirement for this position. Additional Information This is a bargaining unit position. Based on the staffing needs, additional selections may be made through this vacancy announcement. Travel and relocation expenses will not be paid for by the GAO.
